Starting Blocks
("Four Foot Rule" Compliance)
The Issue Article 103.2.3
WATER DEPTH--Racing Starts This rule was
changed from 3 1/2' to 4' in May 2004. The rule change was recently brought
to the attention of the All-City Board. The All-City Board has mandated that
ALL pools comply with the rule. The Problem Lanes 1 - 4 are okay The
Recommendation The Seminole Board
was presented with a variety of alternatives. They approved the modification
of the pool to accommodate the blocks at the deep end of the pool. The plan
is to cut back one of the concrete diving platforms so that a block will fit
in front of it. In this manner, all six starting blocks may be safely used in
compliance with the new rule. This modification
will not compromise the platform's strength and function. This finding was
obtained and substantiated through two independent contractors. The diving well will
need to be closed for a few days while the work is performed. Everyone involved
with this issue both acknowledges and apologizes for any inconvenience this
